I made a purchase that I now highly suspect to be fraudulent so I'm attempting to file a BEPP claim for reimbursement however it requires that I provide the email address and phone number of the seller Which I don't have and don't know how to find. The seller has also not responded to attempts to contact them, what should I do?

You don't have to file a claim elsewhere - eBay is aware of this scam and can help you with a refund.
The BEPP form won't help you at all, it's all part of the scam.

What is a BEPP claim? I've never heard of one of those and it isn't a claim that is available on Ebay unless you are calling it something different than Ebay does.
What you describe above is not anything that Ebay requires from a buyer when filing a claim. You may be on a scam site, not the real Ebay site. This IS the real Ebay site.
Please explain in more detail what happened and what you are now trying to do.

File a claim through Paypal or your credit card company.
This is a new scam.
