All buyers payments are managed by eBay and sent to your linked checking account. eBay doesn't offer the debit card payout option at first.

Have you linked and verified your checking account? I see that you have been selling for awhile so I'd think that you'd have completed this step.
Keep in mind that there is a $2 fee for each payout to a Debit Card, even your scheduled payouts.

If you have available funds then they should payout on the schedule you selected OR choose Payment on Demand which is FREE by clicking on Request Payout on your summary page here>
