Are bids/offers now charged automatically to a default Payment method?

Alright, a few months ago was going to make an offer on an item and was asked to select a default Payment method. Selected Paypal,  but didn't make the offer after I realized that I probably wouldn't be able to use PPs pay-on-4 if payment is automatically charged. Haven't made a bid or offer since, but this has been haunting me. Are you now automatically charged for both bids and made or accepted offers? I couldn't get a straight answer from CS, but was told that sellers can turn this default payment feature off. So another question is whether there's any way to tell whether the seller has this activated or not.

Sellers can turn the feature on/off - not buyers. You should be able to select/edit your funding source each time you bid or make an offer. It doesn't have to be PayPal.

Sorry. meant "sellers". I want to use Paypal, but without the pay-in-4 option I'm less inclined to buy anything now...

You don't have to use the pay-in-4 option.
