Appealing a partial refund

I returned an item and the buyer only gave me a partial refund and I believe I am entitles to a full refund. I tried to open a case, but it does not seem that Ebay is allowing this. How do I go about appealing a partial refund?

Appeal the partial refund by reviewing it with customer service.

If you don't see 'have us call you' right under the chat link, click chat.  Then at the bottom of the chat topics, click more, then click contact an agent.
