Amazing how useless Contact Us is.

Is there a way I can make an offer to buyers as a seller?

No need to contact anyone for this.  Go to your active listings.  You can send offers on items with watchers.   Use the drop down menu next to the item (click on the arrow).  If there is a watcher  on the item and they are  opted in to receive offers, you will see the option to send offer.  You won't see it if the watcher does not want to receive offers.  Offers are sent out blindly, so you will have no idea who receives it. 

 

I haven't had much luck with this, but others have many sales this way.  Good luck!

Offers to buyers can only be sent on Fixed Priced items that qualify.


You will know if the item qualifies by going to the Active Listings page is Seller Hub> https://www.ebay.com/sh/lst/active
Then click on send offers eligible. You will then see a send offers link to the left of all the items that qualify.


By using the filter you may even find some items that have zero watchers that you can send offers to because they viewed your item.
