I understand that starting in July, ebay no longer offers the option to ship via ebay standard shipping with ebay standard envelops popular for baseball cards. I had a bargain to ship a card less than 1 oz including tracking for 73 cents. Please suggest the best alternative shipping method which includes tracking such as usps ground advantage or flat ebay standard envelop $3, or flat usps parcel $3. If I choose one of these $3 options, and I charge $5 for shipping, how will I see fees taken out? For example in transaction details for my sale when I click "view" will it say $3.50 for usps ground advantage

What the change might do is force Sellers to re-think what they sell on the low end of their business. With eBay Standard envelope Sellers are at risk because Buyers can file Item not receive claims and win every time. Sellers then have to file a claim up to either $ 20 or $ 50 per the eBay Standard envelope policy.
I surmise that eBay may not be seeing the ROI on those low ends sales shipped cheaply and having to foot the bill for a $ 20 or $ 50 claim over thousands of Sellers.
You may want to start now and consider changes for the future and what the lowest priced item will be that you sell and that can ship USPS Ground Advantage as your lowest cost shipping solution that provides tracking.
I used to sell some larger items BUT with the ongoing shipping rate increases over the years those sales became harder to make due to high shipping costs. So I "adjusted" what I sell and large items are infrequent now for my account and categories. It's just a business decision.

@bobcam777 If you mean using the Flat rate setting and not the Calculated setting and you ask $ 5.00 for shipping regardless of the location eBay charges YOU fees on the $ 5.00 (plus sales tax). So say the Buyer is in a 6% sales tax state, your eBay fees are based on $ 5.30. That Fee calculation is completely separate from what you pay for the actual label that you print. Depending on what you pay you simply pocket the difference if it is less than what is left over from the $ 5.30 and eBay's Fees ... or you pay more because $ 5 wasn't enough to cover the shipping cost to say, the opposite coast, Alaska or Hawaii.
I use the Calculated shipping, and then get a discount off the label cost when I buy it through eBay. You might want to consider that instead of a Flat rate.
I have good (ish) news eBay Standard Envelope is NOT going away... the price will be increasing a little on the 14th of the July.
