Advice from Experienced Sellers/Buyers?

I have a question for those with more experience than me. I have been on eBay for 22 years, 9000+ 100% positive feedback. I had something happen for the first time, and am interested in other experiences. I put something on my Watchlist last night. This morning, I woke up, and the Seller had increased the price from $59 to $70.80--then they sent me a "Special Offer" for 5% off. This is not a Seller who has 1000 items listed, so they overlooked a posting mistake. It's not a Seller who hasn't sold anything recently, so they had an old listing that needed repricing. It is a Seller who has mixed feedback, which is why I didn't Buy it Now, I wanted to think about a transaction with a Seller who doesn't have stellar feedback. Do Seller's do this when someone puts something on a Watchlist? I've never experienced it before, and although I now not interested at the new price, and am heeding prior feedback and won't buy the item...I'm just always learning on eBay and would appreciate any Seller or Buyer experience insight. Thanks!

First, I would delete the item from your Watch List.
It sounds like this Seller increased the price before he put it on sale. That is illegal in some countries. I'm not aware that it violates eBay policy, but it's unethical. You made the right decision in passing on his great deal.
