Account restricted

After I sold an item my account was restricted when I requested my payout supposedly the reason is they suspect a linked account that is suspended which is not true, I wrote an appeal statement a week ago and still haven't heard anything, can eBay legally keep my funds?

You are a new/infrequent seller, so Ebay can hold your funds up to 30 days.

Your account could be linked if you logged in to public Wi-Fi and eBay suspended an account with connections to that ISP. 

Maybe a friend or relative who was subsequently suspended logged in to your home Wi-Fi or you went to their house and logged to their Wi-Fi
