I bought an item with the buy it now option. I reached out to the seller about not receiving it they tell me I was not the buyer and that it was some other account that purchased it. This is my only account. There was no information about the item on my page ,although it should have been on my watch list and purchase list it was however on my ended list still. I distinctly had an email from the seller on the cost of shipping the item. Its almost like someone went through a great deal of trouble trying to cover this up without the tracking info or such what can I do here? I bought and paid for an item that was shipped and delivered to someone and somewhere else.

You need to open an INR [Item Not Received] claim.
Go and take a look at your purchase history. You can find it on the top right of any Ebay page. Hover over the words My Ebay. A menu will appear, click on Purchase history. Find this transaction. Look what the estimated time of arrival window is on your purchase. When it is one day past the last date, then file an INR claim.
That will protect you and your money. Follow the instructions that will appear on your screen. All the information will be there.
Go and take a look at your purchase history. You can find it on the top right of any Ebay page. Hover over the words My Ebay. A menu will appear, click on Purchase history. Find the transaction. Look to the right there is likely to be a large blue box. Return This Item.

2. Select More actions beside your item and then I didn't receive it.
3. Tick the box beside I want a refund or I want the item.
4. You have the option of adding a message to the seller.
5. Select Send request.

@therelickeeper If you can not start a refund request using the information that @mam98031 supplied then the item might be in a Guest Account.
Are you saying the order is not in your purchase history? https://www.ebay.com/mye/myebay/purchase
If you made the purchase using a guest account ( not logged in to your eBay account) it will not be in your purchase history.
Log out of your eBay account and request the guest account details from this page:

Then you can start a refund request, track your order, or contact the seller, from the guest account email. Do not log in to your regular eBay account.
