No.  Only full payments can be made.  If the buyer can't pay the full amount, perhaps s/he can pay the full amount at a later date?

If the buyer is registered in the US and has a US shipping address they can make two payments by using an eBay gift card as one of the payments.  The payments have to be made at the same time.
