I’m not sure how this works but I got an email from a bidder to retract there bid. Aren’t they supposed to do that? Please let me know. I don’t want her higher bid to go through then she won’t pay.

There are only a few valid reasons that a buyer has to retract a bid. However, you can cancel the bid and then add the buyer to your blocked buyer list if you don't want to deal with him in the future.

Bidders may retract for only two reasons: You changed the description of the item after they bid, or to CORRECT a typo in entering the bid amount. They can do so only within a limited timeframe (before the last 12 hours, or during the last 12 hours only for a bid placed within the past 1 hour).
A seller can cancel a bid at any time before the auction actually ends, and may do so for just about any reason (including that the bidder asked even with no good reason; the verboten reasons have to do with schemes to avoid eBay fees).
It is usually best for a seller to cancel a bid on request, unless the bid has kept the price raised a significant amount of money relative to what it will go down to (generally to 1 increment over the 3rd highest bidder's maximum bid) for a significant amount of time relative to the time remaining in the auction. Be sure to add the bidder to your Blocked Bidder/Buyer List.
