Two step verification is located at https://accounts.ebay.com/acctsec/security-center I tested that link and it worked for me. If for some reason it doesn't work for you, the path to it is Account > Sign-in and security.
I don't use the two step, so I'm not fully aware of its features. Two step for purchase completion might not be one of them. What you're wanting might require two step to be set up in PayPal. I don't know that for sure, it's just something for you to keep in mind.
