Hello , does the tax form represent  before or after ebay fees , are ebay fees then legitimate deductions !

The amount shown is payments before fees. You can deduct fees, postage, packaging, and any other expenses when you file your taxes.

Your 1099-K reports your gross payments. So you would also deduct any refunds you made from returns, cancellations, partial refunds, etc.
