Buyer asked to cancel after I accepted their offer saying payment wouldn't work.

I accepted, not sure if canceling due to lack of payment even matters anymore. BUT now he's sending me offers again 20-30% lower than the offer I accepted, and his payment issues seem to magically gone away really fast. Block him?
