This belongs to my father in law, we do not know much about the clock other than it is french, that is what he told me...He has been a clock collector for many years...and this one he does not know much about..please and thank you!
A clock collector knows that more in the guts than in the case. So show the back, the guts, the mechanism, and someone may be able to help. To my eye, it doesn't look old, but only the guts will tell, along with any markings you can reveal.
Agree it does not look old, minute hand is way to large and clumsy compared to the hour hand. If their is a bell on the rear of the movement you can remove it and their may be information under it. Post any and all markings on the rear of the movement.
