It is a tea straw, lol. I suppose one could put some opium in it or hash...

I agree, a matte or tea straw, but you don’t put the tea in the compartment, that only opens for cleaning. The compartment is a filter, the loose leaves float in the cup.  Or, in the case of matte, they aren’t exactly floating since there are a lot of leaves and you keep adding water as you sip. 

Very cool looking item. Different from the gourds often used with matte though.  This one is quite ornate compared to what I’ve seen.
