Antique Woodworking Tool - Wooden Dado Head?

I have several of these antique woodwoking tools that came from a window factory from the 1870s. No markings on any of them. The tool makes a 1 and 1/8 inch groove, and has a 1 inch arbor. I can't find any images similar to this anywhere. Estimated value???

From what I assume is the top it looks like a plane.... (still used in India today), which makes sense, kind of, if it makes a groove or is used to plane down a piece of wood... No expert. Just a shot in the dark!
