Barcode detector on android not downloaded

hello. When I go to use the barcode scanner it comes up with a message that says barcode detector has not finished downloading try again later. It has been weeks. Please advise me. I have Uninstaller and installed the app with and without restarting the phone, done a factory reset, checked my permissions, cleared caches and more. Please advise me

It is so frustrating there is no phone number for technical issues.
