I think there's a bit of confusion here...
Dragon, if someone wants to commission a larger piece based on another work (in this case an ACEO), it is not necessary for the customer to purchase the ACEO in question.
You're perfectly free to discuss the commission of a piece without violating any ebay rules because the rules in place are for items currently listed.
A commission is something that has yet to be created. So if you had a listing advertising a custom painting, then you would need to continue the sale via ebay.
BUT, this is not the case so you now have a choice. Once your customer is ready to order, you can create a special ebay listing for them OR you may offer it off site to avoid the ebay fees. Just because a customer "found" you on ebay doesn't mean a future transaction has to take place on ebay.
