Bill-to address is showing null, null on the order

Dear Sellers,
  Greeting to you! I have a quick question, I received an order for high priced item. The packing slip is showing Ship-to address of the customer, but the Bill-to address is showing null, null. I am confused if I have to ship my product or not? Is it a fraduant transaction? Any suggesstions?
