Item Not As Described' Abuse

i placed my electronic board in box cover with cushsions around, buyer claimed not in ESD and return with 'Item Not As Described' , now i have to pay double shipping fee $17.75, not fair.

eBay charging fees on shipping charges

Seems to be the problem is the sellers that charge absorbing it shipping charges to make their own look cheaper should be adjusted.

Ebay has my funds on hold so I can't send a refund.

Ebay won't release my funds until buyer is refunded. But can't refund him until funds are released.
