Since Alan locked the big thread, I am just copying/pasting my question into this new thread.
Welcome to the party Greg
Question ... how will the flat rate tables integrate with combined shipping rules, if at all?
Same question re Business Policies?

Hi penguins_dont_fly - let me answer on business policies first.... If you are using rate tables you will be able to associate a rate table to a business policy and then associate that policy to listings. You would however also be able to associate rate tables directly to listings.. Helpful?
Still waiting of detail for you on combined shippingg..

Hi penguins_dont_fly - Ive received the info on combined shipping. Rate tables wont change combined shipping rules - meaning that you could use both together. So if a buyer bought 2 items from you - and as long as both offered same ship service and handle time then these could be combined - some as works today. Apologies it took so long to confirm.

Thanks @greg_shipping ... but that really doesn't help 😞
Let's say my flat rate combine rule is "Add $1.00 for each additional item"
This works if the rate is consistent, no matter what location.
If I set up a rate table like this (simplified)
Zone 1-3 = $5
Zone 4-6 = $7
Zone 7 = $8
Zone 8 = $10
Then it no longer makes sense. My lower rate zones may require less for "each additional" and my higher rate zones more.
Am I making any sense?
