very freakin' funny ebay, putting out guidance 1 day before it goes into effect. do rate changes indicate a breach of contract? definitely not what i signed up for. are there hidden increases in the final value fees and final postage fees also that i just haven't found yet?

Specifically, what "rate changes" are you talking about? Store subscriptions require a 30-day notice, which is exactly what eBay is doing with this update. http://pages.ebay.com/stores/subscriptionterms.html
There are no fvf increases.
USPS rates go up every January. If you use UPS/FedEx and that is a concern, you should look into that.
There will be another slight reduction in USPS first-class package rates, in addition to the reduction already announced in January. You are aware of those, right? Sellers are not required to use eBay/Paypal's label-printing service but are of course free to purchase their labels elsewhere online or at the counter.

I think you confused the statement they made about brand new members and the User Agreement. For people just signing up on Ebay, they will be required to agree to the new UA. That was the only part that was immediate.
The rest of the update goes into effect next month.
