From the ebay announcement email, I got this link to Seller performance Standards page so I presume this is an updated page:

on this page, I see
The transaction defect rate is the percentage of your transactions that have one or more of the following defects:
eBay Money Back Guarantee and PayPal Purchase Protection cases closed without seller resolution
Seller-initiated transaction cancellation
I must have missed the announcement about Paypal cases.......
I also see:
Feedback that's revised by the buyer from negative to positive doesn't count as a defect. Similarly, neutral feedback or feedback with low detailed seller ratings for shipping time or item as described can be revised so that it doesn't count as a defect.
Negs/neutrals don't count as defects now as I understand it.......whether or not they are revised....
any clarification? thanks

Tha paragraph about feedback and defects looks like something left over that they forgot to remove.
The Fall update about defects didn't refer to PayPal cases. The FAQ for instance said: "When a buyer asks eBay to step in and help resolve an issue with a return request or an item not received request—and eBay determines that the seller is responsible for the issue—it will count as a "closed case without seller resolution", and will be included in your defect rate and will also count toward the separate requirement for closed cases without seller resolution. If eBay closes the case in favor of the seller or determines that no one is at fault—it will not count as a defect and will not impact your seller performance."

yep........usual "interesting addition" and sloppy workmanship on correcting the old stuff.
Plus trying to understand the defects limits for everyone and then a link to see the TRS requirements is so convoluted, I didn't even try to reference that. I pity anyone with no prior knowledge trying to figure it out.

This is Ebays way of making sure that the seller didn' sneak around one by having the buyer use Paypal for the case and have it escalated there to avoid the defect. I had done a refund about a year ago, not trying to do anything sneaky, as I had sent the wrong cards to one buyer and caught it before I sent his to the second seller. I went ahead and sent the refund to buyer #2 in case I didn't get the card back but figuring if I did then I would just rebill it and all would be fine. This was after the split and Ebay still gave me a defect for the refund and counted it as a cancelled sale.
Once I got the item back and sent the correct card to the buyer for free I tried to get the defect removed and was told that I had earned the defect and that i would have to live with it. After 4 different calls on different days I finally go a CSR who understood that all I was doing was making sure the buyer was happy. She even saw where the buyer offered to pay for the card and I said no and the feedback he left and said there was no way that deserved a defect and removed it. But yes it showed me then that Paypal was still going to Unresolved Case defects.
