I keep getting these notifications of private or limited offers as well.
But I can never respond to them or even see them in the app. They don't
show up on the website. It is very annoying. Either make this feature
work or disable it altogether.
It is apparently very hard to make such a simple change. So now they
just changed the filter option to EU plus UK. More accurate but very
useless. Does eBay care about user experience?
Not sure if this is related but I was getting offer notifications I
couldn't see in my app. I found a solution by Changing location settings
to

I have found out that if I manually set my location to USA instead of
the automatically assigned Netherlands, I can see the offer.This is a

Couldn't take a screenhot of the drop down, so a photo. Everything
checked in notifications, except special offers entirely at the bottom.
I have checked that too now.
