Ebay has never done that I agree, which is why it is a broken process to
take money from seller on refund items when the refund exceeds 90% of
payment amount.
ebay has this loop hole, to eat our money on partial refunds.
unacceptable way this system works, so they won't credit final fees on
partial refund. Unacceptable and unprofessional.
