If already started case with paypal of item not received, why can't I start same case with ebay?

I should have went to ebay first but i didn't. I started a case of item not received and paypal won't escalate. Can I cancel on paypal ( just put resolved) and then start same case on ebay?

Shipping label created but item not mailed

Been two days. Item supposed to be here today. Not even mailed yet. Seems fishy.
