hello, the photos will not upload from jpg

pictures wont load up, the circle keeps spinning! why??

every time i try to load up one picture at a time with regular resolution, the circle keeps spinning for an hour with no success. I made sure the photo file is not too large, and no matter what time of day, the same result happens, why?
