Is there a way to block a seller? I have one that continues to threaten me and I just want to get rid of the seller once and for all.

Ok so I had opened a case and it was closed the seller asked if I could reopen it in order to get my money back but they will not let me reopen it so how can I go about doing this without having to go threw pay pal SO I can get the full amount back
