So the sellers in eBay can cancel any transaction without getting any penalty or case right? Is not that abusable?

The Seller Did Not Pay Me For Return Shipping

I recently got refunded by a return but "The Seller" did not refund me with return shipping cost. I paid 50 USD for the return which eBay stated as The Seller is responsible for in my case. What can I do to get my return shipping cost now?
