Shipping weight option is missing making in impossible to list any new items

Buyer sent me an offer which I accepted. Now they buyer has tried to pay and it shows the regular price amount and not the accepted offer amount. The item does not show up in my sold items but only as waiting for a payment where is shows the correct ...

Noticed this late last night and again today... when I press the send offers button nothing happens at all. When I contact help on ebay the Chat with an assistant for help button doesn't work either. Anyone else experiencing this?
