Why is it that AFTER I purchase an item eBAY cancels?

I have not received an item that was fully paid. Paypal's answer "NOT OUR PROBLEM". EBAY"S ANSWER "NOT AVAILABLE TO HELP AT THIS TIME".

UPS says delivered but NOT to me.
