I'm having problem with my performance because of out of stock inventory. If I want to organize my inventory and end a lot of the items will ebay penalize me for doing this?

Photos not loading goes to 32 percent and stops

Tried to purchase shipping labels this morning says USPS experiencing issues. Anyone else having this problem.
