How can I turn off automatic relisting? It is beyond annoying!

For some reason eBay is not responding when I try to relist an item. The site seems to be frozen. Anyone else having a problem?

I have an auction style listing and for some reason it listed with "Best Offer" available. How can I remove that?

I recieved a returned item, albeit later than was allowed. That's ok. But, when I go to issue the refund, I see that the original shipping cost is not included in the total amount to be refunded. Am I supposed to refund the shipping cost that the buy...
