eBay told me that THEY keep track of the negative feedback (including
the comments), and that it counts in the seller's overall rating (so,
you're right), but the feedback is not viewable by the public, and I
guess neither is the number of negatives ...
Thanks for your insight. The eBay rep I chatted with said that it was an
"obscure rule," so it DOES sound like there's a lot going on that they
don't inform folks about upfront.
Yeah, the seller was really nonchalant about it, which really took me
aback. He literally said, "If you're not happy with a partial refund,
eBay will give you the rest," like some kind of a seller's safety net.
