Why do I keep getting an extra $1 charge for a shipping label?

So the new fee structure is 12.35% + .30 and no PayPal fees any longer? and this is a PLUS???

I don't see the fairness of charging a percentage of the tax and shipping? So if I offer free shipping or have the buyer pay the shipping, I'm still charged 12.35% of the shipping? How does this make sense? and the $.30 is for? shipping? A bit confus...
