Emailed the seller repeatedly about an issue. They will not respond.
Nothing has been purchased yet, so there is no "record" of a transaction
for EBay to step in and help on. What can I do?

Buyer sent me an email asking if I would take $$$ for an item. I
"replied with offer" right through the EBay system. Aren't they then
obligated to buy the item?
What do YOU do when a seller won't respond to you? The "time frame" for
the item isn't over yet, so EBay won't get involved yet. But what can I
do in the meantime, to force this seller's hand???
"Tracking" number provided on June 26th. As of July 19th, India Post
doesn't even have any record of the number, and seller has not responded
to my three requests for information. How can I press the issue????
