A seller violated Ebay listing rules. I bid on an item that was listed twice. I want to make a report, but when looking up how to do that, the only options were to call or to ask here at a Community forum?? There must be a way to make a report online...

I'd like to know how I could be outbid by .01 cents on an item that I bid $40.00 on. The supposed winning bidder did not place a bid until 7 minutes after my last bid. Something wrong here? Bid increment should have been $1.00.
