eBay motor finance department payment invoice

The vehicle I purchased is at the NV.state line. Seller is asking for $1,500 in order to proceed to Tx. I've been on line trying to get answers for over 3hrs! Nothing,or no one can give me an answer as to why,, or how to get it straight. Help
