how long does a seller have to ship an item? it's been 8 days and he still hasn't shipped it

t says the seller is supposed to pay for shipping costs when you return an item that you purchased from the seller.but the seller didnt pay for return shipping.in fact the seller wouldnt even give their return shiiping address to me,i had to ask ebay...
