Shipping Policy changing after selected

Is anyone else having trouble when listing an item with shipping policy’s? When I choose a shipping policy seconds later it’s changing the policy to something I didn’t create. I’m having this issue on new listing and when I revise a listing.

My account says I have 73 more items I can sell in my limit but now it's trying to charge me an insertion fee why is this?
