A buyer paid through PayPal but on ebay it still says awaiting payment. But in ebay it also says item ready to ship. Is this covered through ebay? How do I deal with this issue?

Hello I sent an expensive ring from CA to CT (USA) to a buyer and signature required. The ring was lost/stolen in Sprinfield, MA post office. I looked into this further an found that many packages get lost from this particular post office. Looks fish...
