My item never came and the seller won’t respond and it says in transit for the 4th week what’s going on??

Let’s say the item says 100.$ but when I go to bid I can do as low as .99 cents . So what is the 100. $ price for?

My order was sent to the wrong address according to tracking. But the correct address is on the order summary. Not sure why it ended up in California not Minnesota. Now what? I have paid and contacted seller. I have no package.
