Why am I getting a bill for a selling account

I sold an (1) single. Whatever was signed up for in your terms needs to be cancelled and it doesn’t allow for it in this app which is predatory and inappropriate. Please confirm whatever it is is cancelled.

Haven't received item. Haven't gotten a response from seller. Been 10 business days. eBay is useless. Go through PayPal or bank for funds reversal?
