I presently am unable to buy when a seller post "seller has offered lower price" because a notice pops up in red stating I have to "Update my Ebay account" I can't find anywhere to do that ????? please help

how do I update my Ebay app 

when trying to filter in women's shoes I can get size, color, US and can't put in "Brand". It changes to Japanese or something. Is Ebay aware of this?
