From my card I can click "request total from seller", which takes me to the normal screen listing all my auction wins from that seller, but when I click submit request from that page I get the message "We're sorry, but we can't complete your request ...

I purchased a game system with 4 games, one game (Silent Hill for PS Vita) was DOA. I requested a refund from the seller for the approx value of the game ($10) for return of the DOA game, but he refuses. What can I do about this?
