How do I get my purchases report for 2024?

Not receiving an item I paid for

I purchased a dvd for Christmas on December 15th & have not recieved it.Contacted the seller twice & they have not replyed back.Have told this to ebay twice with no help.Ebay says I can't file a claim.So am I sopposed to just count this a s a loss?
