International package not received yet

Mailed a pkg. through the global shipping program Nov 7th. It cleared customs Nov 16 and transfered to the "carrier" Nov 17. No further tracking. Today she asked for a refund, because the carrier told her it was probably lost. Any suggestions? Kim
