International sales tax

A none US-based Canadian seller is charging me, a US buyer, a 15% sales tax. I read that international sellers who are not US based can't charge sales tax. How true is this and should I report this to Ebay?

I contacted seller twice to ask about an item and they ignored me. Can this be reported as a suspicious action?
