I left feedbacks for my buyers twice but failed on 12/29 and 12/30. anyone else has the same issue?

Ebay refunded full price to buyer as the buyer claims "not received". But what about the fee that the Seller paid to Ebay and Paypal? Ebay/Paypal did not refund those back to me as the Seller. Is that normal?

I received an Email from b2cgrowth@ebay.com as followings. Is it legit or just a scam? I guess it a Scam because Ebay is never generous like this. -------------------------------------------------------------------------------------------------------...
